Bombero del año: arriesga su vida para salvar niños

Por arriesgar su vida al proteger a alumnos de una primaria en Chicxulub Pueblo, ante el peligro de una fuga de gas cloro, Luis Francisco Herrera Concha fue designado en esta ocasión, “El Bombero del Año”.
Al celebrarse ayer el Día Internacional del Bombero, el gobernador Rolando Zapata Bello y el secretario de Seguridad Pública, Luis Felipe Saidén Ojeda, encabezaron desde temprano dos eventos en honor de los tragahumos y sus familias.
El primer evento fue en el mausoleo de la policía estatal, con el ya tradicional pase de lista de los bomberos caídos en el cumplimiento de su deber, además de la ofrenda floral y guardia de honor que hicieron las autoridades civiles y militares.
En ese lugar el bombero del año, Herrera Concha, con 15 años y cinco meses de servicio, como único orador y a nombre de sus compañeros, manifestó la satisfacción que sienten y el orgullo de servir y proteger a la sociedad, de modo que se manifiestan: “Firmes y en espera de las siguiente orden”.
Posteriormente Herrera Concha, oriundo de Motul, en el desayuno que se ofreció a los bomberos y rescatistas en el Centro de Convenciones Siglo XXI, recibió del presidente de la Cámara de Comercio, José López Campos, una medalla, placa y $10,000 como un reconocimiento de la sociedad a su entrega en el desempeño de su labor.
En la misma ceremonia, el gobierno del Estado entregó estímulos económicos por $5,000 a cada uno de los tres elementos que cumplieron 10 años de servicio; $7,500, a 21 bomberos con 15 años de servicio; $12,500, a 10 tragahumos por 25 años en la corporación, y $15,000, a siete agentes por 30 años de servicio activo.
Además estos agentes recibieron un pin y una placa como reconocimiento.
Se entregaron también incentivos por $4,000 a diversas escuadras que destacaron durante el año por su labor de rescate.
En total fueron $776,500 que entregó ayer el gobierno a los bomberos como estímulos y sobre todo reconocimiento en su labor.
El gobernador Rolando Zapata Bello hizo un reconocimiento público y agradecimiento de parte de la sociedad a las familias de los bomberos, por el apoyo que otorgan a estos elementos.
De igual forma el gobernador y Saidén Ojeda entregaron nuevos equipos para brindar seguridad a los bomberos en el desarrollo de sus labores de rescate y combate de incendios, donde constantemente arriesgan su integridad física.
En su intervención el secretario de seguridad destacó que cada elemento tiene en común con sus compañeros, además de su formación policial, las ganas y oportunidades para mantenerse actualizados y servir mejor a la sociedad. Megamedia.

Ya se colocan las líneas de boyas en la Mérida-Tizimín

Megamedia. — Como se le prometió a vecinos que el viernes se manifestaron en el lugar, ayer desde muy temprano empleados de Caminos y Puentes, así como personal del Dirección de Servicios integrales para la Conservación del Estado (Sicey) trabajan en la vía federal Mérida-Tizimín, a la altura del entronque con Baca, colocando pequeñas boyas en esta arteria y reparando las luminarias a fin de prevenir más accidentes de tránsito en ese tramo.
Unos 15 trabajadores se daban a la tarea de clavar las pequeñas boyas sobre la carretera.
Un obrero de Caminos y Puentes dijo que hoy domingo dejarían el trabajo al mediodía y que el lunes retomarían las labores.
También comentó que serían cerca de 64 líneas las que se estarían colocando, dando un total de 12,800 boyas en ambos carriles.
Por su parte, personal de la SICEY cambiaba los focos de los postes que se encuentran en dicho entronque con una grúa.
Mientras el reportero entrevistaba a los trabajadores, una persona que viajaba a bordo de una camioneta color rojo se detuvo y preguntó qué estaban haciendo.
Se le indicó que colocaban boyas para que los guiadores bajen su velocidad y evitar más tragedias, pues en ese sitio ha habido muchos accidentes fatales. El recién llegado replicó: “Esa no es la solución, van a fregar mi carro nada más con eso que están colocando”; luego siguió su camino.
Uno de los trabajadores de señaló que con aquella ya eran cinco las personas que alegaban que “con eso vamos a fregar sus carros”.
Estas acciones viales se realizan luego de que unas 250 personas bloquearan esta carretera federal por más de cinco horas demandando la construcción de un puente vial por las cuantiosas muertes que han sucedido ahí.
Anteayer, vecinos bloquearon esta vía y los accesos secundarios de este municipio ocasionando molestia entre automovilistas que se dirigían a sus centros de trabajo en Mérida y Motul.
Ante esta situación el subsecretario de gobierno estatal, Carlos Sobrino Argáez, ofreció la construcción de un puente en este entronque que costaría alrededor de 100 millones de pesos, además de vigilancia con policías federales y colocar lámparas en este entronque.
También prometió que el próximo miércoles a las 10 de la mañana se traería a este municipio la maqueta de cómo quedaría el puente, el cual se estaría construyendo en 2016.

Promovida como una acción afirmativa para difundir los derechos humanos de las personas pertenecientes a los pueblos originarios del país, el Poder Legislativo federal publicó una primera versión de la Constitución Política Mexicana traducida a la lengua maya, cuya edición estuvo a cargo de Fidencio Briceño Chel.
La presentación de esta obra tuvo lugar en el teatro “Felipe Carrillo Puerto” de la Universidad Autónoma de Yucatán (UADY), donde la diputada federal Graciela Saldaña Freire refirió que con esta publicación se pretende dar cumplimiento a los mandatos constitucionales de garantizar la protección de los derechos humanos entre la población mayahablante.
La legisladora por el estado de Quintana Roo anticipó que este es el principio de un proyecto que prevé traducir la Carta Magna a las restantes 63 lenguas indígenas habladas en el territorio nacional.
En este contexto, el rector de la UADY, José de Jesús Williams, destacó que la institución ha implementado una asignatura -que se imparte de manera transversal- para el estudio del pueblo y la cultura maya, a la vez que en la agenda estratégica se prevé la creación de un centro de estudios dedicado a este tema, de tal suerte que la Universidad se convierta en punto de referencia a nivel mundial sobre la materia.
Asimismo, el doctor Williams subrayó que desde la UADY se trabaja en proyectos de aprendizaje en escenarios reales, que además involucran a las comunidades mayahablantes en su desarrollo.
Por su parte, el coordinador de la edición, Fidencio Briceño, hizo énfasis en que la traducción se realizó con base en las normas de escritura para la lengua maya aprobadas en 2014, por lo que se puede considerar que se trata de un primer documento que cumple con todos los requisitos legales para su interpretación.
El especialista reconoció el papel que tiene la UADY en la preservación y difusión de esta ancestral cultura, ya que en su Programa Institucional de Lengua Maya se concretaron seis libros de texto para igual número de niveles de aprendizaje, con lo que se le otorga el mismo nivel académico que al resto de los idiomas.
Con la representación del gobernador, Rolando Zapata Bello, el director de Legislación y Normatividad del gobierno estatal, Javier García Gómez, recordó que un ejercicio similar fue llevado a cabo por Felipe Carrillo Puerto quien, durante su breve mandato, mandó hacer la traducción al maya de la Constitución de 1857.
Estuvo presente en el presídium el presidente del Tribunal Superior de Justicia del Estado de Yucatán, Marco Celis Quintal, quien hizo una entrega simbólica de los empleares a quienes integraron el equipo de traductores coordinados por Fidencio Briceño, a saber: José Concepción Caño Sosaya, Jerónimo Can Tec, Samuel Canul Yah, Alfredo Hau Caamal y Felipe Castillo Tzec.- COMUNICADO

Algas nocivas en toda la zona del Caribe

Desde 2011 las variedades de algas Sargassum fluitans y Sargassum natans invaden las playas del Caribe, pero en este 2015 la intensidad del fenómeno provoca una real preocupación económica, sanitaria y ambiental.
De acuerdo con un comunicado, la nueva imagen del destino turístico, a diferencia de las postales con arena blanca y agua turquesa, causa frecuentes cancelaciones de viaje. La descomposición de las algas genera gases que pueden ocasionar problemas leves de salud, tales como irritación de ojos, garganta y oídos, e incluso mareos.
Todavía no se puede cuantificar el impacto sobre los ecosistemas marinos. La aglutinación de las algas reduce la luminosidad para los arrecifes y dificulta la nidificación de las tortugas en las playas.
Asimismo, la descomposición de la materia orgánica acidifica y reduce la concentración de oxígeno disuelto de las aguas costeras.
Varios países tuvieron que abrir fondos de emergencia para la limpieza del litoral y el retiro de las algas nauseabundas que en algunas playas pueden alcanzar hasta tres metros de espesor. En Tobago, las autoridades decretaron estado de “catástrofe natural”.
Observaciones satelitales y recientes trabajos demuestran que no se puede asociar el fenómeno con el Mar de los Sargazos. Se identificó que las aportaciones en nutrientes, nitratos y fosfatos serían responsables de la proliferación de esas algas. Estos nutrientes provienen principalmente del río Congo (en África), del Amazonas (Brasil), de los up wellings ecuatoriales (ascenso de aguas frías del fondo) y del polvo de las arenas del Sahara, ricas en hierro y fosfato.
Estas aportaciones, aunadas a los cambios climáticos, están vinculadas con las actividades del hombre.
La magnitud del fenómeno es realmente preocupante para la salud económica y ambiental de la zona caribeña. Si bien algunas ideas de recuperación y de reutilización de las algas son interesantes, no son ningún remedio y no se ataca a las raíces del problema, sino sus consecuencias.

DZIDZANTÚN.- Rodeado de sus hijos, nietos, bisnietos y hasta tataranietos, el señor Filiberto Puc celebró 108 años de vida.
Durante amena plática en su hogar, comentó que le da gracias al Creador por haber llegado a esta edad.
Nacido el 22 de agosto de 1907, tres años antes de que estallara la Revolución, ha sido cortador de leña, checador del ejido, agricultor, apicultor y ganadero, oficios con los que logró sacar adelante a sus ocho hijos. Megamedia.

El experto mayahablante indicó que eso se debería a que no se hace uso del maya en todos los contextos.
“Es una de las cosas que buscamos, que se pueda enseñar en maya, que haya radio en maya, comunicación y todo tipo de atención en lengua maya, y eso puedo cambiar las actitudes, ya que se ha propiciado que los propios mayahablantes se avergüencen y no hablen su propio idioma”, dijo.
—Uno de los problemas que sufren los mayahablantes es que no se hace efectivo el uso de esa lengua en ninguno de los espacios donde debería permitirse, por eso buscamos que esto se pueda hacer, como traducciones de los libros, participando con las organizaciones y las comunidades —agregó.
—Muchas veces no se atiende a la comunidad en su propia lengua; se les tiene en el olvido y se impone una lengua que no es la suya. Si aplicamos, al menos, un artículo de la Ley General de Derechos Lingüísticos, en el que se expresa que todo mexicano pueda hacer uso de su lengua en cualquier contexto, con eso estaríamos solucionando la falta de comunicación y ateción al pueblo maya.
En la ceremonia, se dijo que a fin de que la gente mayahablante del Estado pueda conocer sus derechos en su propio idioma, el Legislativo federal publicó esa primera versión de la Constitución Política Mexicana traducida al maya.
La diputada federal Graciela Saldaña Freire refirió que con esta publicación se pretende dar cumplimiento a los mandatos constitucionales de garantizar la protección de los derechos humanos entre la población mayahablante.
También indicó que se editaron 1,000 ejemplares que se regalarán en oficinas de gobierno y comunidades mayahablantes.

Pondrá en marcha la campaña nacional "Septiembre, mes del testamento" 

Mañana lunes llegaría a esta ciudad Miguel Ángel Osorio Chong, secretario de Gobernación, para presidir la entrega del nuevo edificio del Congreso del Estado, además de poner en marcha la campaña nacional “Septiembre, mes del Testamento”.
En su última visita a Yucatán, el 6 de julio pasado, el titular de la Segob fue testigo de una protesta de mujeres que irrumpieron en un acto que encabezada él y el gobernador Rolando Zapata Bello con legisladoras de toda la República.
De acuerdo con información recabada en el gobierno del Estado, el funcionario participaría mañana (tentativamente) sólo en esos dos eventos públicos. Luego regresaría a la ciudad de México el mismo día por la tarde.
El primer evento que presidiría, al mediodía, junto con el gobernador Rolando Zapata Bello, sería la reunión en el Centro de Convenciones Siglo XXI, con los fedatarios encabezados por Luis Enrique López Martín, presidente del Consejo de Notarios Públicos del Estado, para iniciar la citada iniciativa.
Este programa anual consiste en que los notarios públicos reducen las tarifas de sus servicios por hacer los trámites de testamentos que se contraten durante el próximo mes de septiembre.
En este evento, Osorio Chong y el gobernador serían testigos principales de la entrega de los testamentos a los primeros tres beneficiarios de esta dinámica.

Posteriormente, el secretario federal y demás autoridades se dirigirán al nuevo edificio del Congreso en el sector poniente del Periférico para encabezar la entrega de esa nueva sede, por parte del Ejecutivo estatal al Poder Legislativo.
Como parte de la cita, en presencia de autoridades militares se haría la ceremonia de abanderamiento en la entrada de ese recinto oficial.
Este nuevo edificio, como hemos informado, se previó construirlo con una inversión de 107 millones 466,091 pesos, pero al final por aspectos no previstos, como la planta de emergencia y otros, el gasto ascendió a unos 120 millones de pesos.
Aunque la entrega oficial del edificio sería hasta mañana lunes, personal del Poder Legislativo y los actuales diputados locales ya ocuparon esas instalaciones desde esta semana que termina.
Se espera que en la ceremonia de entrega del nuevo edificio también asistan los diputados recién electos, a quienes les corresponderá tener la primera sesión plenaria pública en esta nueva sede.

El funcionario federal tendría únicamente dos ceremonias oficiales en esta capital.

En ambos eventos acompañarían al secretario para presidirlos, además del gobernador Rolando Zapata Bello; el presidente del Tribunal Superior de Justicia, Marcos Celis Quintal; el de la Junta de Gobierno del Congreso, Luis Hevia Jiménez; el Fiscal General del Estado, Ariel Aldecua Kuk; el consejero jurídico, Ernesto Herrera Novelo; Secretario de Seguridad Pública, Luis Felipe Saidén Ojeda y varias autoridades militares.

Detenidos padre e hijo por lapidar una patrulla en Motul

MOTUL (Megamedia).— Una patrulla dañada y dos detenidos fue el saldo de una pleito familiar ayer en esta ciudad.
Los agentes municipales llegaron a brindar apoyo, pero luego fueron agredidos por quien los llamó.
Uno de los presuntos involucrados en los hechos es José Manuel Chalé Montes, de 19 años de edad.
En junio de 2014 publicamos que apenas a unas semanas de quedar en libertad del Centro de Readaptación Social (Cereso) por el robo de una motocicleta, Chalé Montes se enfrentó a pedradas a la Policía local luego del fallido robo de una bicicleta.
Anteayer, a las cinco de la tarde, el propietario de una bicicleta descubrió que Chalé Montes (a) “Montes” y dos compañeros de parranda intentaban llevarse su vehículo en la calle 21-A entre 36 y 36-A del fraccionamiento La Herradura.
Ayer, Jorge Manuel Chalé Can, de 42 años de edad, pidió apoyo a la Policía Municipal porque su hijo, José Manuel Chalé Montes, se encontraba ebrio e impertinente en el predio ubicado de la calle 29 entre 18 y 20.
Sin embargo, al llegar los agentes el propio Chalé Can le negó el acceso. Tras larga plática, los uniformados fueron autorizados a entrar para detener a Chalé Montes, quien al ser sometido y subido en la camioneta habilitada como patrulla le pidió a gritos a su padre que no se lo lleven y que saque un machete para defenderlo.
El padre obedeció y con machete en mano se enfrentó a los tres agentes, quienes al verse en desventaja y no tener equipo de protección abandonaron la patrulla y se fueron corriendo para poner a salvo su integridad.
Al ver abandonado la patrulla municipal, los Chalé rompieron el parabrisas y dañaron los espejos retrovisores y el capirote.
Ante la agresión, los agentes pidieron apoyo. Luego de acudir al domicilio varios policías los recibieron a pedradas, pero a fin de cuentas detuvieron a padre e hijo. Megamedia.

$280 millones para nueva etapa del Centro de Justicia Oral

Con una inversión de 280 millones de pesos, se espera que en los próximos días se inicie la construcción de la segunda etapa del Centro de Justicia Oral de Mérida.
De acuerdo con información proporcionada en el gobierno del Estado, con esta segunda etapa se busca conformar un conjunto arquitectónico de tipo “Ciudad Judicial”, con instalaciones de primer orden, que incluso han servido de ejemplo para otros estados del país.
En la segunda estapa se prevé la construcción de un edificio en el cual estarían establecidos los espacios para la Fiscalía General del Estado, el Instituto de Defensa Pública del Estado y también del Centro Estatal de Medidas Cautelares.
El proyecto integral, según se averiguó, considera dos fases más, para terminar con un total de cuatro edificios en ese sitio, frente al reclusorio de Mérida.
Con la segunda fase, el Poder Ejecutivo, junto con el Judicial, buscan dignificar las instalaciones, tanto para el personal del Poder Judicial que actualmente labora en los juzgados penales como para los justiciables.
En el proyecto original de la Secretaría de Obras Públicas se incluyen importantes áreas verdes, lo que caracteriza a este conjunto arquitectónico como “ecológicamente responsable”.
Además, contribuirá a dinamizar la zona sur de la ciudad, particularmente de las colonias que se encuentran en los alrededores del actual Centro de Reinserción Social del Estado, como son la San José Tecoh I y II y San Antonio Xluch, entre otras.
Aunque no hay fecha definida para iniciar la construcción de la segunda etapa del complejo judicial, se espera que esto ocurra en dos semanas a más tardar, por lo cual ya se empezó a limpiar el terreno.
El primer edificio de este conjunto, conocido como Centro de Justicia Oral de Mérida, fue inaugurado en marzo del presente año por el presidente Enrique Peña Nieto. Ese inmueble alberga a siete salas de oralidad, así como espacios para jueces y personal del Poder Judicial del Estado.
El edificio es considerado por las autoridades federales como referente nacional, al cumplir todos los estándares del nuevo sistema penal, y es quizás único de su tipo en todo el país.
Gobierno 2a. Etapa
Se iniciará la construcción de la segunda etapa del Centro de Justicia Oral de Mérida.
Atraso
Aunque se preveía iniciar esta segunda etapa en el primer semestre del presente año, por un atraso en la llegada de los recursos será hasta ahora cuando arranquen los trabajos del nuevo inmueble judicial, según se averiguó ayer. Megamedia.

Hallan botella con mensaje de hace un siglo

LONDRES (AP).— Un mensaje en botella centenario, posiblemente el más antiguo que se haya encontrado, llegó por fin a destino.
Arrojada al Mar del Norte entre 1904 y 1906, la botella llegó a la playa de la localidad alemana de Amrum y fue hallada por una pareja en abril. En el interior había una postal que pedía que la enviaran a la Asociación de Biología Marina del Reino Unido y así lo hicieron.
La asociación dijo el viernes que la botella era una entre un millar arrojadas al Mar del Norte como parte de un proyecto de investigación hace más de 100 años. La postal en la botella prometía pagar un chelín a quien la devolviera a la asociación, con sede en la ciudad portuaria de Plymouth.
La mayoría de los mensajes fueron devueltos hace décadas. La pareja alemana recibió su chelín.

LONDON (AP) .- A message in bottle centenary, possibly the oldest ever found, finally reached destination.
