- Congress left with 16 men and 9 women: 64% vs. 36%
- Mal precedent for electoral justice in Yucatan
August 1, 2015
MERIDA, Yucatan. A few minutes from the end of the last day of July, the Electoral Court of the State of Yucatan approved against the spirit of electoral reform to ensure parity in elected positions, undo the decision to grant SIEPAC three women, via playoffs, the same number of seats, to reallocate males previously inconformaron.
The members of T ordered the SIEPAC grant -a three calendar days later than next Monday-majority constancy Moses Rodriguez, Manuel Cepeda and Rafael Montalvo Argáez Mata, thus rendering them ineffective which received more than a month ago Centeno Yahayra Ceballos, Paloma Angulo Suarez and Cinthya Couoh Valladares.
The authors of this resolution are Fernando Bolio, Lizette Cetz Canché and Armando Valdez who considered that the arguments of the protesters were enough to overturn the decision of SIEPAC.
This resolution takes place against all odds, as in other parts of the country electoral courts in similar cases, they were privileged at all times the principle of parity; ie care spaces that are equal for both sexes, as set forth in any new political and electoral standards.
With this Yucatan would be becoming the only state in the country where the local electoral tribunal was passed through the triumphal arch guard the principle of parity.
The coldness of the numbers

Against this background, the SIEPAC, guarding the principle of parity, the other 10 deputies assigned as follows:
By the principle of proportional representation
By the PAN, Raul Paz Alonzo, Joshua David Camargo Gamboa and Maria Beatriz Zavala Peniche.
By playoff, most votes, but considering the parity
Cinthya Naomi Couoh Valladares, Dove of Peace Angulo Suarez Centeno and Yahaira Guadalupe Ceballos.
For the PRD, Abelardo David Barrera Zavala
On the PVEM, Enrique Guillermo Bauza Febles;
On the New Covenant, Burgos Angel Narvaez Marbellino
Morena Jasmine Villanueva Yanelli Moo.
With these 10 assignments SIEPAC Congress was thus 8 men and 7 women most most 5 pluris pluris men and 5 women: in total 13 deputies and 12 deputies. Bringing the SIEPAC met give effect to the principle of parity.
With the reallocation making T Congress left with 16 men and only 9 women, in a proportion of 64% to 36%, in clear and open violation of the principle of parity. Note that this reallocation of seats does not affect racial party and those who are inconformaron are PAN and who were affected belong to the same party.
Women still have recourse to the Federal Electoral Tribunal could revoke turn this controversial resolution TEE Yucatan.
