Muy buenos días a todos.
Bienvenidos a esta sesión
solemne del Cabildo de Mérida.
Es un gusto tenerles como
testigos en este acto con el que damos cumplimiento a lo que establece la Ley
de Gobierno de los Municipios del Estado de Yucatán, en materia de rendición de
cuentas.
Como cada año, también lo
hacemos motivados por obedecer a la demanda ciudadana de recibir cuentas claras
y ser de esta manera auténticos servidores públicos y no jefes. En este
sentido, además de este evento obligatorio efectuamos un ejercicio de
transparencia de cinco comparecencias en distintas fechas y diversos
foros de organismos de nuestra sociedad.
En este momento hago entrega
al señor Secretario del Ayuntamiento, Lic. Alejandro Ruz Castro, del documento
que informa con detalle el estado que guarda el municipio luego de tres años de
gobierno. Cada uno de mis compañeros regidores recibirá copia de este libro.
A continuación les invito a
ver un video en el cual destacamos tan sólo una parte de lo medular de los
avances, logros y resultados de este Ayuntamiento 2012-2015. De inmediato
regresaré a este micrófono para ofrecerles un mensaje final.
Estimadas amigas
y amigos.
Hemos visto y escuchado un
recuento de los principales avances y logros del gobierno que me honro en
presidir… Imposible que fuera todo, pero sí lo más representativo y que
demuestra cómo hemos invertido recursos económicos, talento, esfuerzo humano y
tiempo... Y sí, efectivamente hemos aprovechado el tiempo en
beneficio de nuestra ciudad y las 47 comunidades rurales del municipio entero.
Vivimos en el tiempo, que
es inexorable y pasa rápido. El tiempo hace única la experiencia de vivir
y, en nuestro caso, hace urgente la necesidad de honrar la política.
Es muy grave dejar que transcurra sin asumir los retos y atacar
los rezagos sociales, la pobreza, la falta de oportunidades.
En el
trienio 2012-2015 luchamos para poner al día el reloj. En tres años
trabajamos para recuperar la ciudad, para ganar territorio para la
esperanza. En este lapso, hemos enderezado las finanzas públicas, ordenado
el gobierno, asumimos deudas que otros no pagaron. En tres años
hemos devuelto la luz a una ciudad que estaba llena de sombras y asomos de
inseguridad.
Entre todos, ciudadanos,
agrupaciones profesionales, sociedad civil, empresarios y trabajadores
municipales hemos recuperado nuestra ciudad. Algunos de los indicadores de
esta transformación comprometida son los 150kilómetros de calles
pavimentadas y repavimentadas, la construcción de 14 ciclovías, la
rehabilitación de cinco mercados, la modernización de 31 módulos
médicos, la construcción del primer Centro Municipal de
Danza que existe en el sureste mexicano, la duplicación del número
de parques con internet gratuito, los más
de 1,100 millones de pesos destinados a obras para disminuir los
rezagos sociales en el municipio y el avance de otras zonas.
De igual
forma, duplicamos el número de comedores infantiles hasta operar once de
ellos, creamos el primer centro de atención a la nutrición y a la
diabetes del país atendido por un gobierno municipal, dimos
mantenimiento integral a 609 parques y, además, modernizamos el zoológico Animaya
que cuenta hoy con hospital, área de cuarentena, parque acuático, herpetario,
área de hipopótamos, vivero, zona de embarcadero y safari.
En estos mismos tres
años creamos el evento cultural más novedoso de la ciudad, La noche
Blanca; fortalecimos las bicirutas, la liga meridana de béisbol, activamos
70 parques con educación física, construimos la primera etapa del parque
de deportes extremos y la unidad de FUT 7 con pasto sintético, tres
canchas de tenis con medidas oficiales, y recuperamos el centro acuático y
dos piscinas de rehabilitación en el sur de la urbe.
Detrás de cada una de estas
acciones está el trabajo duro, honesto, eficiente de más de 5mil
trabajadores municipales… Detrás de cada programa están los 22
consejos ciudadanos que integramos con la sociedad civil, cuatro comisiones
internas, 200 consejos de participación ciudadana y 130 comités
deportivos, en los que intervienen más de 3 mil personas que nos han
acompañado con su respaldo, crítica y supervisión… Gracias a todos ellos… Gracias
a todos ustedes.
Precisamente porque contamos
con ustedes y dialogamos muchas acciones, es que pudimos tomar
decisiones trascendentes, como cambiar la sede del
Carnaval, logrando que esta gran fiesta popular mejorara en seguridad, en
atractivo y también en respeto a la vida de la urbe que no tenía
por qué romper su ritmo normal, alterar vialidades y afectar viviendas
cercanas.
Por esa cercanía con la
sociedad, también nos fue
posible diseñar un esquema de apoyo a comerciantes
ambulantes, crear la Dirección de Turismo y el
Instituto Municipal de Planeación de Mérida, buscando
un proyecto de ciudad a mayor plazo y una presencia más
sólida de la ciudad en eventos internacionales… Inauguramos la planta más
moderna en el sureste mexicano para la separación de residuos sólidos con
una inversión privada de 160 millones de pesos.
Somos
un gobierno que ha cumplido con el 98% del Plan Municipal
de Desarrollo, mismo que fue elaborado y aprobado al inicio de este
período por los más diversos actores sociales.
Aunque estamos contentos por
el trabajo realizado, somos conscientes de que Mérida no es una obra acabada…
Hemos avanzado con celeridad, sin embargo tenemos que aceptar que nuestro
municipio merece siempre más… Aunque trabajamos con ahínco todos los
días para superar obstáculos, reconocemos que Mérida necesita más
recursos, más obras, ampliar sus contribuciones; lograr que el
bienestar llegue y se mantenga en todos los rincones.
En tres años hemos
trabajado para heredar una ciudad diferente de la que recibimos. Una ciudad con
herramientas para salir adelante y aumentar sus niveles de bienestar.
Hemos avanzado y los frutos
están sobre la mesa, lo mismo que sus pendientes. Nadie podrá decir que el
gobierno de Renán Barrera Concha falló, que dejó la ciudad destrozada, que
fuimos ineficientes o que guardamos silencio cómplice ante los problemas.
Vinimos a hacer el trabajo. Y
lo hemos hecho… Involucramos a la sociedad en las decisiones, compartimos
los riesgos y los logros, fuimos sinceros y auténticos en nuestras
declaraciones y posicionamientos…No rehuimos a los retos ni cerramos los
ojos a los problemas. Hemos pasado de la anarquía al consenso y del
conflicto a ser motores de colaboración.
Agradezco al Partido
Acción Nacional y a los panistas la confianza que pusieron en mí
y queme permitió servir a Mérida en su nombre... Deseo que nuestro
instituto político nunca dé marcha atrás ni para tomar
impulso y que en cada proceso tengamos una visión humanista,
solidaria, justa de la acción política… Todos queremos un partido sano, que
sepa reconocer a sus mejores hombres y premiar las virtudes y sancionar los
errores… Es más necesario que nunca, en la coyuntura que vive el país, un
partido que vela por el bien común.
Para mí fue un
orgullo también representar como presidente importantes agrupaciones
como la Asociación Nacional de Alcaldes y la Conferencia Nacional de
Municipios de México, poniendo en alto el nombre y la imagen de Mérida.
Y es que el poder te prueba
como persona…Una responsabilidad de esta magnitud supone todos los
días la necesidad de una brújula ética que no desbarranque un proyecto…
Supone domesticar los intereses privados a los intereses colectivos... Hacer
política buena es también ampliar los márgenes de decisión para que la sociedad
civil se exprese. Agradezco al PAN haberme enseñado esos valores y espero
que los mantenga en el futuro.
Gracias a la sociedad civil.
Muchas gracias alas universidades, a los colegios de profesionales, a las
cámaras empresariales, a los medios de comunicación por su seguimiento diario,
crítico, generoso. Gracias a las asociaciones civiles, a los grupos organizados
en el deporte, la ecología, los derechos humanos y la
solidaridad social.
Gracias por creer en la
urgencia de hacer más sociedad y menos gobierno. En la medida de que
todos hagamos política y ciudadanía, vacunaremos a nuestra sociedad
contra el capricho, el autoritarismo y la impunidad.
Gracias a todos y cada uno de
los meridanos que con un gesto, una palabra, un abrazo, me hicieron sentir que
transitaba por el buen camino o a veces no. Espero haber servido a
todos y que en su mente quede un buen recuerdo de nuestro trabajo.
Gracias también a todos
los servidores públicos del Ayuntamiento. Ese es mi gran equipo. A
directores, subdirectores, jefes, coordinadores, auxiliares, asistentes,
trabajadores todos… Formé un equipo de trabajo basado en el profesionalismo
probado de cada uno de ellos, sin importar presiones o compromisos de grupos o
de cuotas. Mérida no merece perder el tiempo en curvas de
aprendizaje o en experimentos que no den resultados.
En este último informe
de gobierno, quiero agradecer a todos su empeño, dedicación y trabajo
eficiente. Sé que abandonaron proyectos personales, que afectaron
tiempo de familia, pero también sé que están orgullosos por haber
cumplido. Todos aportaron mucho, dimos al trabajo municipal más
organización, más humanismo, más autonomía, más originalidad y
mejores perspectivas.
La política en ocasiones
puede dividir familias, sin embargo en otras las une. Mi esposa,
Diana, ha sido mi baluarte en esta aventura. Ha estado conmigo en las
buenas y en las malas, en los momentos de cansancio y en algunos de
solaz y esparcimiento.
Juntos vimos miradas de
esperanza en muchos meridanos, especialmente en aquellos más vulnerables y
desprotegidos que nos regalaron una sonrisa o una expresión de
ternura. Vimos cómo un aparato ortopédico, un desayuno
escolar, un apoyo educativo son capaces de recordarnos lo frágiles que
somos y cuánto nos necesitamos unos a otros. Entendimos profundamente el valor
de las cosas sencillas.
Muchas gracias Diana por
tu empeño, por tu dedicación y tu actitud de servicio. Sin duda fuiste
para mí ejemplo y motivación. Sin ti, esta importante labor no hubiera sido
posible.
Agradezco también a mis
padres, mis hermanos y amigos. Tendremos pronto más ocasiones para compartir y
reunirnos. Hay más tiempo que vida.
Distinguidos
asistentes… Muchas gracias por acompañarme en este mi tercer y último
informe de gobierno.
Mérida está otra vez
de pie mirando con fe el horizonte. Mérida luce muy bien con los hermosos
atavíos de la eficiencia, la dignidad, la libertad. Quienes la gobiernen en lo
sucesivo no deben ceñir su pretensión en las políticas de dádiva, en
los regalos o el populismo.
Mérida lo dice elección tras
elección. Quiere gobernantes serios, responsables, audaces en el diseño de la
política pública que sea recordada precisamente por este esfuerzo creativo.
No hay ningún esfuerzo estratégico en dar regalos. Nada se crea, ni
liderazgos verdaderos, ni mejores sociedades sustentables, ni ciudadanos
participativos, usando la pobreza y la marginación como base de una política
artificial, incapaz de dar resultados más allá del fugaz instante.
Mérida, señoras y
señores, lo dice elección tras elección. Queremos gobierno eficientes,
humanistas, con programas complejos que den frutos en el corto, mediano y largo
plazos.
No tengamos miedo en
reconocerlo. Me han precedido seis alcaldes panistas y sólo uno
de otro partido que dejó una experiencia aciaga. En el cargo, me sucederá
otro alcalde de Acción Nacional, Mauricio Vila Dosal, con lo que
se confirma que sabemos gobernar y entregamos buenas cuentas a una ciudad
cada vez más libre, más madura, más llena de expectativas y urgencias.
Mérida siempre entrega
banderas de esperanza a la República… No es la primera vez que nuestros
índices de participación son los más elevados de un país que, en regiones, está
amenazado por el dolor, la violencia o el desaliento.
Mientras nosotros recuperamos
para el progreso nuestro hermoso municipio, hay otros lugares en
los que abunda la corrupción, la impunidad, el descaro. ¿Cómo creer
en el sistema político, en los gobernantes, si vemos en la pantalla
del espectáculo acusaciones delicadas de diversos tipos? Así, es
comprensible que el ciudadano se pregunte:¿Cómo seguir votando, trabajando,
pagando impuestos y confiando en la viabilidad de nuestro país?
Mérida y sus
habitantes tenemos una gran responsabilidad frente a la patria lastimada.
Tenemos que decir que otra sociedad, otro gobierno sí es posible.
Aquí, nunca seremos indiferentes ante la injusticia ni nos acostumbraremos a la
impotencia.
Tenemos que decir que la paz
se construye todos los días y que la libertad es un bien preciado por el que
luchamos cotidianamente antes de resignarnos a vivir sin ella.
Entrego a Mauricio la
estafeta, la gran responsabilidad, como lo han decidido la mayoría de los
meridanos. Le dejo un gobierno en movimiento y con grandes proyectos
preparados en cada una de las áreas, de modo que no se pare ni un
segundo el reloj del desarrollo de este municipio.
Hoy son menos los rezagos. Son
mucho menores los problemas. Confío en su liderazgo, como miles y
miles de meridanos y desde aquí le auguramos el mayor de los éxitos en su
gestión.
Si veo desde aquí y desde
el día de hoy los tres años que han pasado, pienso que tomaría las mismas
decisiones. No busqué ganar un concurso de popularidad. Sí luché, en cambio, por
escuchar a todos los sectores y tomar decisiones racionales en cada tiempo de
la administración.
Ofrezco una disculpa por
aquello que no logramos hacer y por cualquier error involuntario que mi
equipo y un servidor hubiéramos cometido... Los tiempos de la administración
son vertiginosos y no siempre se encuentran los momentos para reflexionar
cuidadosamente cada paso y cada palabra.
A mis 18 compañeros
regidores les dirijo un saludo sincero. Cada uno de ellos, defendió
apasionadamente su punto de vista en las más de 160 sesiones
de Cabildo.
Espero que la política
en Mérida y en Yucatán madure más rápidamente para tener
oposiciones más francas, claras y bien formadas, con el objeto
de buscar y encontrarlos espacios que nos permitan cómo sí hacer las
cosas.
Me reintegro a la sociedad
civil con la conciencia tranquila. Hicimos el trabajo. Mérida esta
mejor. Mérida está preparada para seguir adelante y perseguir nuevos
sueños. Comopersona, regreso a recuperar el tiempo de los ciudadanos, ese
que destinamos a los hijos, a la familia, a resolver los problemas del día a
día y a convivir para comprender mejor a todos los que nos rodean.
Como panista, me reintegro
también a la participación política desde las bases. Me gusta el diálogo con
todos los militantes y me estimula esa brega de eternidad, repito, de la
que hablaba Gómez Morín, al recordar que nunca la obra está acabada.
Siempre habrá un sitio donde tengamos que luchar para mejorar las condiciones
de vida de alguien, para abrir las puertas de la participación y la libertad.
La lucha por la democracia no
termina nunca. Vencer el flagelo de la pobreza, de la ignorancia; alzar nuevas
banderas que apasionen y disminuyan las desigualdades sociales; rebelarse ante
el capricho y la imposición de decisiones unilaterales; propiciar políticas
públicas de fondo y de éxito, son retos a los que no puedo ser indiferente. Sé
que el estilo de gobernar que ha prevalecido en Mérida, también debe abrirse
espacio en todo Yucatán.
No dejo la política. Ni
ella me deja a mí. Estoy comprometido con mi municipio y con todos
aquellos que aspiran a vivir mejor, en una Mérida y un Yucatán más
ordenados y generosos. Si ellos me permitieron servir a Mérida,
que sean ellos y no otros, quienes determinen mi destino. Yo les estaré
siempre muy agradecido.

Good morning to everyone.
Welcome to this solemn session of the council of Merida.
It's good to have them as witnesses in this act that we comply with the provisions of the Act Government of Municipalities of the State of Yucatan, in terms of accountability.
As every year, we also motivated by obeying citizen demand and receive clear accounts be this way genuine public servants and not leaders. In this regard, in addition to this mandatory event we make a transparency exercise five appearances at different times and different forums of our society bodies.
At the moment I am providing to the Secretary of the City, Lic. Alejandro Castro Ruz, the document reports in detail the status of the city after three years in office. Each of my fellow council members receive a copy of this book.
Then I invite you to watch a video in which we highlight only part of the core of the progress, achievements and results of the City Council from 2012 to 2015. Immediately I come back to this microphone to offer a final message.
You dear friends.
We have seen and heard an account of the main developments and achievements of the government that I am honored to preside ... Impossible that were all, but the most representative and demonstrates how we have invested financial resources, talent, human effort and time ... And yes We have used the time effectively for the benefit of our city and 47 rural communities around the town.
We live in time, which is inexorable and passes quickly. The only time the experience of living and in our case, makes urgent the need to honor the policy. It is very serious allowed to elapse without taking on the challenges and attack social backwardness, poverty, lack of opportunities.
In the 2012-2015 triennium struggle to update the clock. In three years we worked to restore the city to gain territory for hope. During this period, we have straightened public finances, the government ordered, we assume that others did not pay debts. In three years we have returned the light to a city that was full of shadows and hints of insecurity.
Together, citizens, professional groups, civil society, business and municipal workers have recovered our city. Some of the indicators of this transformation are committed 150kilómetros paved and repaved streets, construction of 14 bike paths, rehabilitation of five markets, modernization of 31 medical modules, building the first Municipal Dance Centre that exists in the Mexican southeast , doubling the number of parks with free internet, the more than 1,100 million pesos for works to reduce social backwardness in the city and progress in other areas.
Likewise, we doubled the number of soup kitchens to operate eleven of them, create the first center of attention to nutrition and diabetes in the country served by a municipal government, we took full maintenance to 609 parks and further modernize the zoo Animaya which now has hospital, quarantine, water park, herpetarium, hippos area, nursery area and safari pier.
In these same three years we create the ultimate theater of the city, night White; strengthened the bicirutas, the meridana league baseball parks activated 70 physical education, build the first stage of extreme sports park and drive FUT 7 synthetic grass, three tennis courts with official measures, and the aquatic center and recovered two pools of rehabilitation in the southern city.
Behind each of these actions is the hard, honest, efficient work of municipal workers over 5mil ... Behind each program are 22 city councils that integrate with civil society, four internal committees, 200 tips and 130 citizen participation committees sports, in which more than 3000 people who have accompanied us with their support, criticism and supervision ... Thanks to all ... Thank you all involved.
Precisely because we have you and we discussed many actions that we could take important decisions, such as changing the venue of Carnival, making this great popular festival in improved security, attractive and also in regards to the life of the city that had not Why break your normal rhythm, altering roads and affect nearby homes.
That closeness to society, we also was possible to design a support scheme to street vendors, creating the Department of Tourism and the Municipal Planning Institute of Merida, a city project looking longer term and a stronger presence in the city in international events ... We opened the most modern plant in southeastern Mexico for the separation of solid waste with a private investment of 160 million pesos.
We are a government that has met 98% of the Municipal Development Plan, which was itself prepared and approved at the beginning of this period by the most diverse social actors.
Although we are pleased with the work done, we are aware that Merida is not a finished work ... We have advanced rapidly, but we must accept that our town should always ... Although we work hard every day to overcome obstacles, recognize that Merida You need more resources, more works, expand their contributions; ensure that the welfare and stay in reaching every corner.
In three years we have worked to inherit a different city from which we receive. A city with tools to succeed and increase their standard of living.
We have advanced and fruits are on the table, like her earrings. No one can say that the government of Renan Barrera Concha failed, leaving the shattered city, which were inefficient or silent accomplice to problems.
We came to do the job. And we have done ... We engage society in decisions, we share the risks and successes, we were sincere and genuine in our statements and positions ... We did not shun the challenges we not close our eyes to problems. We have moved from anarchy to consensus and conflict to be engines of collaboration.
I thank the National Action Party, PAN and the confidence placed in me and burn in Mérida allowed to serve his name ... I wish our political institution ever to reverse or to gain momentum and that each process have a humanist vision, solidarity , just from political action ... We all want a healthy game, who knows best men recognize and reward virtue and punish the mistakes ... is more necessary than ever in the situation in the country, a party that looks after the well common.
For me it was an honor president also represent important groups such as the National Association of Mayors and the National Conference of Municipalities of Mexico, putting up the name and image of Merida.
And the test to you as a person ... A responsibility of this magnitude involves daily need of an ethical compass desbarranque not tame a project ... it involves private interests to collective interests ... Making good policy is also expanding decision space for civil society to express itself. PAN teaching me thank those values and I hope to keep them in the future.
Thanks to civil society. Thank you very much wings universities, professional associations, business chambers to the media for their daily, critical, generous imitation. Thanks to civil associations, groups organized sports, ecology, human rights and social solidarity.
Thanks for believing in the urgency to do more society and less government. To the extent that we all do politics and citizenship, we vaccinate society against caprice, authoritarianism and impunity.
Thanks to every one of Mérida residents with a gesture, a word, a hug, they made me feel I was walking on the right path or sometimes not. I hope I have served everyone and it is a good memory of our work in your mind.
Thanks also to all civil servants of the City. That is my great team. A principals, assistant principals, heads, coordinators, assistants, attendants, workers all ... form a work team based on the proven each, regardless of pressure groups or commitments or quotas professionalism. Merida is not worth wasting time on learning curves or experiments that do not deliver results.
In the last government report, I want to thank everyone for their commitment, dedication and efficient work. Be who left personal projects, affecting family time, but I know they are proud to have accomplished. All contributed much, we gave the municipal work more organization, more humanism, more autonomy, more originality and better prospects.
Politics can sometimes divide families, however in other unites. My wife, Diana, has been my defense in this adventure. He's been with me through thick and thin, in moments of tiredness and in some comfort and relaxation.
Together we saw looks of hope in many meridians, especially those most vulnerable and unprotected they gave us a smile or an expression of tenderness. We saw a brace, a school breakfast, educational support are able to remind us how fragile we are and how much we need each other. Deeply we understood the value of simple things.
Diana thank you very much for your commitment, for your dedication and service attitude. Surely you were for me an example and motivation. Without you, this important work would not be possible.
I also thank my parents, my brothers and friends. Soon we will have more opportunities to share and gather. There is more time than life.
Distinguished guests ... Thanks for joining me on this my third and final report of government.
Merida is again standing looking in faith the horizon. Merida looks great with beautiful trappings of efficiency, dignity, freedom. Those who govern hereinafter should not bind its claim in the policies of gift, on gifts or populism.
Merida says election after election. He wants serious, responsible, bold design of public policy that will be remembered precisely this creative effort rulers. There is no strategic effort in giving gifts. Nothing is created, and real leadership, no better sustainable societies, and participatory citizens, using poverty and marginalization as an artificial political base, unable to deliver results beyond the fleeting moment.
Mérida, ladies and gentlemen, says the election after election. We want efficient government, humanists, complex programs that will bear fruit in the short, medium and long term.
Do not be afraid to admit it. I have preceded six PAN mayors and only one other party that left a fateful experience. In office, I happen another National Action mayor, Mauricio Vila Dosal, which confirms that we govern and deliver good accounts to an ever more free, more mature, more full of expectations and emergency city.
Merida always delivers flags of hope to the Republic ... It is not the first time our participation rates are the highest in a country that, in regions, is threatened by pain, violence or discouragement.
As we recover to progress our beautiful city, there are other places rife with corruption, impunity, the nerve. How can we believe in the political system, governors, if we see on the screen the show delicate charges of various kinds?Thus, it is understandable that citizens ask: How keep voting, working, paying taxes and relying on the viability of our country?
Mérida and its people have a great responsibility towards the injured country. We have to say that another society, another government is possible. Here, we will never be indifferent to injustice or impotence to get used to it.
We have to say that peace is built every day and that freedom is a precious commodity for which we fight daily before resign ourselves to live without it.
Mauricio handed the baton, with great responsibility, as they have decided most of the meridians. I leave a government motion and large projects prepared in each of the areas, so that a second watch the development of this town can not stop.
Today fewer lags. Problems are much lower. I trust his leadership, as thousands of meridians and from here we wish you the best of success in their management.
If I see from here and from today the three years that have passed, I think it would make the same decisions. I sought not to win a popularity contest. Yes I struggled, however, to listen to all sectors and make rational decisions at each time of administration.
I offer an apology for what we do not get any inadvertent error and that my team and myself had committed ... times dizzying and management are not always found the time to carefully consider every step and every word.
To my fellow councilors 18 I extend a heartfelt greeting. Each of them passionately defended his view in more than 160 sessions Cabildo.
I hope that politics in Merida and the Yucatan mature more quickly to be more frank, clear and well-formed opposition, in order to search and find spaces that allow us how to do things themselves.
I reintegration into civil society with a clear conscience. We did the job. Merida is better. Merida is ready to move on and pursue new dreams.
