Entregan mejoras de $32.1 millones para los servicios

El Hospital Escuela “Doctor Agustín O’Horán” recibió ayer nueva inversión, ahora de $32.1 millones, para mejorar sus áreas de servicio, pero la atención humana y rápida sigue siendo el talón de aquiles en el área de urgencias.
Mientras el gobernador Rolando Zapata Bello admiraba la sección ampliada del Area de Urgencias, espacio moderno, cómodo, con aire acondicionado y televisión, y el sello de la mano roja con la frase “compromiso cumplido”, afuera, arremolinados en un acceso, familiares de los pacientes ingresados en Urgencias reclamaban a los doctores la falta de atención rápida.
Mirna Castillo Durán, hija de Rosa Durán, dijo que desde el lunes ingresó a su madre por fractura que sufrió al caer de su hamaca y hasta ayer no le decían cuándo la operarían, cuando se supone que es urgente la atención.
Pero la quejosa reveló mayores detalles de la presunta mala atención en Urgencias: no hay camas, los pacientes están en sillas normales, hay pacientes sangrando o se les desprende el catéter del brazo.
Hospital Inversión
El secretario estatal de Salud, Jorge Mendoza Mézquita, detalló las obras del O’Horán.
Tercer piso
Renovaron totalmente el tercer piso y ahora tiene 48 camas, equipos, áreas de investigación y enseñanza. La inversión fue de $24.5 millones.
Aires acondicionados
Cambiaron todos los aires acondicionados con inversión de $5 millones.
Sala de Urgencias
Ampliaron en 155 m2 Urgencias.

Ofrecen mejorar la atención en el Hospital O’Horán
El gobernador Rolando Zapata Bello afirmó, durante la entrega de obras en el Hospital Escuela “Agustín O’Horán”, que la estrategia de fortalecimiento en las clínicas de primer nivel, ampliación de horarios y servicios de atención médica dan buenos resultados y está consolidada porque hoy día muchos pacientes ya no tienen por qué llegar a este nosocomio de Mérida.
Ofreció que en lo que resta de su administración continuará la consolidación de esta estrategia para que el sistema de salud sea sólido, con medicina curativa de calidad y mejore la atención y la prevención para que la gente se enferme menos.
“Sé que es satisfactorio inaugurar edificios nuevos, pero no sólo se debe pensar en construir, sino en la atención”, dijo. “Los edificios no pertenecen a la autoridad, sino al pueblo. Como autoridad responsable debo velar que estén en condiciones adecuadas, máxime si es por la salud”.
El gobernador destacó que a fin de cuentas el propósito de un gobierno no es hacer obras y programas, sino dar resultados. En ese sentido, lo importante es que el servicio del Hospital O’Horán siga mejorando tanto en el servicio médico, como en la atención de los pacientes.
“Desde un principio estábamos conscientes que había saturación, excesiva demanda y eso limitaba el servicio”, recordó. “Diseñamos una estrategia para fortalecer y crecer las clínicas de primer nivel, construimos clínicas nuevas en Kanasín y Umán y ampliamos las de Santa Rosa, Caucel y el Centro de Salud de Mérida. Ahora vemos que dan buenos resultados”.
El jefe del Ejecutivo y el secretario de Salud, doctor Jorge Mendoza Mézquita, recorrieron las nuevas obras, cuya inversión global fue de $32.1 millones.
El tercer piso renovado quedó como “una clínica particular” y así lo describió la primera paciente Yeimy Uc Chan, de Tepakán.
“Está bonita y cómoda”, comentó después de la visita del gobernador.
Además de la millonaria inversión al O’Horán, el doctor Mendoza Mézquita anunció un “ambicioso” plan de desarrollo humano para todos los empleados del sector salud a fin de que mejoren su lenguaje, trato al paciente, aprenda a escuchar, recuperen sus valores y autoestima y sean una mejor persona; incluso, para que mejoren sus relaciones familiares, de pareja y de padres.
“Si tenemos un desarrollo humano en los trabajadores habrá una mejora en el trato a los pacientes”, indicó. “Seguiremos dando pasos para mejorar la vida de los empleados”.
Urgencias Quejas de familiares
Delia Minelia Balam Can fue otra familiar que se quejó por el servicio del O’Horán.
Se cayó de la cama

Alicia Martínez Martínez, oriunda de Aguascalientes, quien estaba reportada como desaparecida en Mérida desde el pasado lunes, fue localizada por elementos de la Unidad Especializada en el Combate al Secuestro de la Fiscalía General del Estado (FGE).
La familia de la visitante fue víctima de una extorsión telefónica procedente de Tamaulipas.
La mujer, que viajó a la ciudad de Mérida por motivos de trabajo, se hospedó en un hotel de esta ciudad de donde salió con rumbo desconocido, iniciándose su búsqueda tras la solicitud de colaboración de la Procuraduría General de Justicia de Aguascalientes.
Los elementos de la FGE se dieron a la tarea de búsqueda y localización de la visitante en varios hoteles y comercios de esta ciudad, además de establecer comunicación con el padre de la víctima a fin de asesorarlo para que no realizaran depósitos de dinero, sin embargo ya había realizado envíos por cerca de 50 mil pesos a dos cuentas bancarias.
De acuerdo con la investigación, la mujer de 42 años de edad recibió la llamada, diciéndole bajo amenazas que se hospedara en otro hotel, en tanto le solicitaban números telefónicos de sus familiares, a quienes engañaron de igual manera pidiéndoles dinero en efectivo,  por lo que dieron aviso a la Procuraduría de Justicia de Aguascalientes.
Los números de los que se llamó a la familia de la afectada en Aguascalientes fuero el 818 052 37 54, 443 182 77 67 y el 811 539 3552, de donde exigieron el depósito de dinero en efectivo a dos cuentas bancarias, cuyos números ya son investigados por las autoridades.
Ante los hechos, la Fiscalía General del Estado exhortó a la ciudadanía a tomar las medidas pertinentes para evitar caer en engaños o extorsiones, dando aviso inmediato a las autoridades, a fin de orientarlos y tomar las medidas correspondientes, cuando se sospeche de alguno de estos casos.
Las autoridades recuerdan que ante una llamada de este tipo se recomienda:
1.- Colgar inmediatamente
2.- Advertir que tu familiar se encuentre bien
3.- No realizar ningún tipo de depósito de dinero en efectivo y 4
.- Reportar a las autoridades a los números 117 ó 9303250.

El descubrimiento de que El Castillo de Chichén Itzá está construido sobre un cenote pone en la mira del mundo a “este lugar maravilloso”, expresa la arqueóloga Dalia Paz Rivera, integrante de Xíimbal K’aax, A.C.
La profesional dice que el hallazgo hecho por ingenieros físicos de la UNAM es muy interesante; sin embargo, todavía no es momento de hacer interpretaciones sobre su significado.
Para eso “se tiene que hacer más investigaciones sobre el cuerpo de agua y su profundidad, entre otros aspectos”, considera.
“El agua era importante para los mayas”, recuerda. Y añade que en toda la Península hay cuerpos de agua bajo la tierra y “no sabemos que están allí”.
“Hacer interpretaciones sobre su significado es inapropiado en este momento”, reitera al Diario.
Ayer informamos que investigadores de la UNAM descubrieron que El Castillo está construido sobre un cenote, que se detectó mediante una tomografía eléctrica en tercera dimensión.
Los expertos, según el reporte de la agencia EFE, calculan que el cuerpo de agua mide de 30 a 35 metros en su parte más larga y está a una profundidad de 20 metros. “Debajo de la pirámide detectamos un cuerpo acuoso que está rodeado de piedra caliza y esto indica que es muy posible que esté asentada sobre un cenote”, explicó René Chávez Segura, del Instituto de Geofísica.
Hipótesis confirmadas
Guillermo de Anda Alanís, egresado de la Uady y experto en arqueología submarina, dijo a The Associated Press que “la noticia es un gran descubrimiento porque confirma muchas de nuestras hipótesis: que los mayas querían representar su universo con estas construcciones”.
“La pirámide se levanta de forma equidistante entre cuatro cenotes, uno al Norte, otro al Sur, otro al Este y el cuarto al Oeste. El hallado ahora sería el axis mundi (eje del mundo), el punto donde crecía la ceiba sagrada cuyas raíces llegaban al inframundo y sus ramas, a los cuatro puntos cardinales”.
Para Guillermo lo transcendental sería saber si hay un túnel que conecta la pirámide con la cámara acuática y si hay ofrendas.
Investigación Datos
Es financiada por la UNAM. Sus resultados se presentarán en un congreso de Geofísica en Turín, el mes próximo.
Tecnología
La información se obtuvo con una tecnología desarrollada por los expertos de la UNAM, que colocaron 96 electrodos en el perímetro de la pirámide para escanear el subsuelo.
Sin riesgo de colapsar
Piedra caliza rodea la masa de agua por arriba y por debajo. La cavidad pudo ser más pequeña en la antigüedad y haber crecido por la erosión. La pirámide se levanta en una esquina de esta especie de cámara subterránea, por lo que no hay peligro de que colapse.

“El Chapo” ¿en el Sureste?

MÉXICO (EFE).— El narcotraficante Joaquín “El Chapo” Guzmán Loera estuvo escondido tres semanas en Sinaloa, su estado natal, después de la fuga y ahora puede encontrarse en el sureste de México, reveló hoy el periódico “Reforma” citando fuentes federales.
Tras escapar del penal Altiplano I, en el Estado de México, a través de un túnel de 1.5 kilómetros de longitud, el líder del cartel de Sinaloa se dirigió hacia el poblado Senegal de las Palomas, a unos 142 kilómetros de la cárcel, señaló el rotativo.
Desde este lugar, Guzmán Loera tomó una avioneta hasta Mazatlán, en Sinaloa, donde abordó otra aeronave para llegar hasta municipio de Guasave, en la misma región, donde se cree que estuvo dos días.
A continuación, se habría movido hasta la Sierra Madre Occidental para esconderse durante unas dos semanas en sitios inhóspitos, detalló el periódico.
Escondido
En total, el narcotraficante permaneció escondido tres semanas antes de moverse al Sureste, según relataron distintos funcionarios federales tras seguir sus pasos con drones, geolocalización satelital y diversos datos proporcionados por personas.
El 5 de agosto, el jefe la Agencia Antidrogas Estadounidense (DEA), Chuck Rosenberg, dijo a EFE que, con base en la información recabada, “El Chapo puede estar en México, puede haber regresado a Sinaloa porque allí tiene a su familia y muchos contactos”.
Sin embargo, tras este anuncio, reportes de inteligencia empezaron a ubicarlo en otros estados, entre ellos Chiapas.
El gobierno de México consideró seria la información de una mujer que dijo que vio al narcotraficante en un autobús rumbo a Tuxtla Gutiérrez, en Chiapas, según publicó “Reforma”. Tenía rasguños en el rostro, que las autoridades consideran que pudo haber sufrido durante la fuga, agrega la nota.
Además, el sinaloense tiene una tía que vive en Chiapas y a la que visitó en 1993 antes de huir a Guatemala, donde lo detuvieron ese mismo año.
Responde Guatemala
Ayer mismo, tras hacerse pública esta versión, las autoridades de Guatemala descartaron la presencia en el país centroamericano del capo narcotraficante.
El general de brigada Williams Mansilla, quien ayer asumió como nuevo ministro de la Defensa, descartó que el narcotraficante pueda estar en Guatemala.
“Las fuentes de Inteligencia no nos reportan nada en nuestro territorio”, manifestó el jefe militar en sus primeras declaraciones a periodistas tras tomar posesión del cargo.
Temores Extradición
Joaquín Guzmán está preocupado por su posible extradición a EE.UU.
“Mercenarios”
Teme que “mercenarios extranjeros” fueran contratados por las autoridades para asesinarlo, dijo su abogado Juan Pablo Badillo.
“Preocupante”
“Hubo por ahí una situación sumamente preocupante en el sentido de que se había convocado a mercenarios extranjeros que vinieran a abatirlo, a privarlo de la vida, a asesinarlo”, expresó.
“Sin comunicación”
“Eso es gravísimo, cómo es posible que se implementen esas estrategias tan absurdas”, afirmó en entrevista con Radio Fórmula el abogado, quien dijo que no tiene comunicación con “El Chapo”.

Ingresaron 740 mil paisanos más durante un año

WASHINGTON (EFE).— El número de mexicanos que llega a Estados Unidos ha vuelto a aumentar llevando el total de residentes nacidos en el extranjero al récord de 42.1 millones.
El Centro de Estudios de Inmigración (CIS), una organización de corte conservador y antinmigrante, publicó ayer un estudio basado en datos del censo que muestra que el 13.3 % de toda la población estadounidense es inmigrante (regularizado o indocumentado), la tasa más alta en más de un siglo.
Este nuevo récord es posible porque 740,000 mexicanos más ingresaron en Estados Unidos el año pasado (44 % de todo el aumento interanual de 1.7 millones), poniendo fin al estancamiento de la inmigración neta mexicana.
Este nuevo dato indica que el estancamiento migratorio procedente de México “ha finalizado”, con nueva oleada que eleva el número de mexicanos residentes en Estados Unidos a 12.1 millones en el segundo trimestre de este año, según el CIS.
Independientes
No obstante, esa cifra se sitúa al nivel de 12 millones de mexicanos que el independiente Centro Pew contabilizaba en 2012.
En un estudio con datos de 2013, el también independiente Migration Policy Institute (MPI) confirmó una tendencia a la baja y cifró la población inmigrante mexicana en 11.6 millones, con un total de población inmigrante de 41.3 millones.
Según el CIS, al récord de población migratoria contribuye el aumento del flujo hacia Estados Unidos de inmigrantes procedentes de otros países latinoamericanos, con 449,000 entradas en el último año hasta el segundo trimestre de 2015.
Las nuevas llegadas de inmigrantes, basadas en la Encuesta de Población Actual (CPS), pasaron de 3.1 millones del segundo trimestre de 2013 a 4.2 millones del mismo período de este año.
“El Departamento de Seguridad Nacional y otros investigadores calculan que ocho de cada 10 inmigrantes ilegales son de México y Latinoamérica, por lo que el incremento de inmigrantes de esos países indica que la inmigración ilegal ha vuelto a crecer de nuevo”, dice el estudio en una de sus conclusiones.
El CIS asegura que el número de inmigrantes “es ahora enorme”, pero reconoce que la mayoría de los inmigrantes, incluidos los latinoamericanos, residen en el país de manera legal (alrededor de tres cuartas partes del total).
El CIS atribuye el nuevo aumento a los “recortes significativos en las fuerzas del orden, la naturaleza permisiva del sistema de inmigración legal y la mejora económica”.
No obstante, advierte de que si no se produce un cambio en la políticas de inmigración, “la población de inmigrantes seguirá aumentando” en Estados Unidos.
En el período de 2011 a 2015, el número de inmigrantes aumentó en 4.1 millones, después de mantenerse sin apenas cambios entre 2007 y 2011, volviendo a los niveles previos a 2007, según dichas cifras.

WASHINGTON (EFE) .- The number of Mexicans into the United States has risen again bringing the total number of residents born abroad to a record 42.1 million.

The CIS attributed to the new increase "significant cuts in law enforcement, the permissive nature of the system of legal immigration and economic improvement."
However, he warns that if a change does not occur in the immigration policies, "the immigrant population will continue to rise" in the United States.
In the period 2011-2015, the number of immigrants increased by 4.1 million, after staying almost unchanged between 2007 and 2011, returning to levels prior to 2007, according to these figures.

AB&C Leasing declina decir si sus lámparas chinas eran legales

El apoderado legal de AB&C Leasing, Francisco Moya Gómez, resaltó la decisión del Tribunal de Justicia Fiscal y Administrativa del Poder Judicial del Estado de Yucatán (Tjfay) de considerar “ilegal” la cancelación anticipada del contrato de arrendamiento de casi 80,000 luminarias de inducción magnética, firmado por la ex alcaldesa Angélica Araujo Lara con esa empresa, y cancelado por Renán Barrera Concha, pero, en conferencia de prensa anteayer, se abstuvo de responder a la pregunta de si esas lámparas cumplen la ley.
En la reunión con la prensa, el directivo, que viajó expresamente desde Guadalajara, sede de la empresa, dijo que el alcalde mintió y manipuló a los meridanos: “(El alcalde) Emprendió una campaña publicitaria con recursos públicos para convencer a la gente de las deficiencias de las lámparas, cuando en realidad era un problema de falta de mantenimiento”, dijo.
Independientemente de la decisión del Tribunal y de su sentencia, que obliga a la Comuna a pagar más de $220 millones, Diario de Yucatán preguntó a Moya Gómez si las lámparas de inducción magnética cumplían con la Norma Oficial Mexicana en materia de alumbrado público, pero el directivo no respondió.
Más adelante se le insistió en el tema: “sería bueno recordar a los meridanos el estatuto legal de esas lámparas, si cumplen o no con la norma”, pero, otra vez, tampoco contestó.
Como hemos publicado, ese tipo de equipo no tiene autorización de la Norma Oficial NOM-001-SEDE-2005, que regula las instalaciones del alumbrado en todo el país. Desde septiembre de 2011, a través de una carta, el Colegio de Ingenieros Mecánicos y Electricistas de Yucatan (Cimey) advirtió a la entonces alcaldesa que las lámparas de inducción “no están consideradas en las normas vigentes”.
En la misma conferencia de prensa, el Diario preguntó a Moya Gómez si el contrato de factoraje firmado entre su empresa y banco Santander tenía la aprobación del Cabildo, como marca la Ley de Municipios de Yucatán, para ese tipo de casos.
—Le quiero decir —respondió— que sí está aprobado por el Cabildo, pero el asunto jurídico de las luminarias ya está resuelto, no creo que sea el momento para discutir cuestiones jurídicas ya resueltas”.
No obstante, como también ya informamos, ese contrato, según el Ayuntamiento, nunca pasó por el Cabildo, incluso eso fue una de las causas para cancelar el contrato de arrendamiento.
Mediante el contrato de factoraje, AB&C Leasing otorgó al banco todas las lámparas de inducción magnética en prenda y, con la anuencia de Angélica Araujo, autorizó a Santander a descontar $7.8 millones al mes, por concepto de la rentas de las lámparas, directamente de una cuenta bancaria domiciliada.
De acuerdo con el contrato de arrendamiento con AB&C Leasing, sólo se pagarían las rentas de las lámparas en funcionamiento, pero con el factoraje, el cobro se volvió automático, funcionaran o no los equipos.
En otro tema, el Diario preguntó a Moya Gómez: “con las lámparas de inducción magnética, muchos meridanos vieron en las calles lo que los especialistas llaman ‘efecto cebra’, ¿usted también lo vio?”
—En otro momento, éste y los otros temas que ha planteado hubieran sido objeto de plática —respondió—, pero ahorita el asunto ya se resolvió jurídicamente. Sin embargo, respecto al ‘efecto cebra’ debo decirle que éste se da en cualquier luminaria que se ponga, en Mérida y en la mayoría de los municipios de México, porque la distancia entre poste y poste no puede cubrir todo el espacio con luz. Lo invito a que salga por la noche y vea el alumbrado actual y notará el ‘efecto cebra’, eso es un hecho”.
En la carta enviada por el Cimey a la alcaldesa Araujo Lara en 2011, y en declaraciones posteriores de sus integrantes, ese Colegio advirtió desde entonces la relación ‘efecto cebra’ — lámparas de inducción. El ex presidente de ese organismo Carlos Castellanos Peraza explicó el 12 de septiembre de ese año, que el 90% de los postes del alumbrado público en Mérida, propiedad de la CFE, tienen una distancia interpostal promedio de 50 metros, lo que requeriría de un tipo de foco y de luminaria (el cascarón que cubre al foco) con otras características, distintas a las de inducción.
Estas, señaló, no están hechas para dispersar la luz del foco, sino para dirigirla a un punto, casi siempre al pie del poste, por lo que hay mucha luz en ese punto, pero poca en otros. “Es un problema de esas lámparas”, dijo. Continuará.

Genera suspicacias un fallo contra la Comuna

Nicolás Madáhuar Boehm, presidente de Coparmex Mérida, consideró desafortunada la fecha elegida por el Tribunal de Justicia Fiscal y Administrativa de Yucatán para emitir su resolución sobre las lámparas chinas, pues esto genera suspicacia al coincidir con el último informe de gobierno del alcalde Renán Barrera Concha.
“Pareciera que el tribunal obedece a criterios políticos y no elementos legales”, expresó. “Reitero la palabra: pareciera. No puedo afirmar que así es”.
“Cuando menos no se erraría al plantear la hipótesis de que los tiempos fueron manejados políticamente…, eso es lo que se percibe”.
El dirigente fue integrante del comité ciudadano que vigiló el proceso de compra de las nuevas lámparas para sustituir las que instaló la empresa AB&C Leasing. Recordó que ese grupo no intervino en la decisión de la Comuna de cancelar el contrato con esa empresa y retirar las lámparas que instaló ésta.
También añadió que a ese grupo representativo de la sociedad le tocó procurar que la nueva compra de equipos fuera transparente: 1) En ese proceso hubo un concurso, 2) ganaron las mejores propuestas, 3) no se contrató a una sola empresa sino a varias de ellas, 4) se procuró que las nuevas luminarias cumplieran la Norma Oficial Mexicana, 5) se buscó que especialistas en el tema opinaran y participaran en esa tarea, 6) la sociedad vigiló esas acciones, y 7) no se dijo qué marca de lámparas comprar sino las especificaciones que debían tener éstas.
Entrevistado, declinó opinar sobre la resolución del tribunal ya citado, prefirió que eso lo hagan los abogados.
Por su parte, José López Campos, presidente de la Cámara de Comercio de Mérida, coincidió en que los puntos de vista legales sobre ese fallo judicial corresponden hacerlo a quienes conocen de leyes. 
Postura de Canacome
Sin embargo, señaló que el juicio todavía no concluye, “falta la última palabra”. “Este es sólo un paso más en el proceso para determinar quién tiene la razón”, añadió. “Este es un conflicto entre un particular y una autoridad, habrá que esperar el resultado final”.
El dirigente declinó comentar la coincidencia entre la emisión de la resolución del tribunal y el último informe del alcalde Renán Barrera. “No tengo elementos para opinar al respecto”.
Sobre los calificativos de “arrebato” y “soberbia” que los tres integrantes del tribunal citado pusieron en su resolución, el arquitecto López Campos dijo también que los abogados son los que deben opinar sobre ese punto. Pero consideró que los calificativos son secundarios, lo importante es el sentido del veredicto emitido.
Sobre el mismo tema el presidente estatal de la Canacintra, Mario Can Marín, expresó que la Comuna está en su derecho de llevar ese caso a la siguiente instancia para que sean las autoridades correspondientes las que emitan el fallo final.
“Lo importante en este tema es que la sociedad fue la que solicitó que se resolviera el problema del alumbrado público en Mérida, por lo cual se tomó una decisión para responder a esa petición y esto a su vez derivó en ese problema.
“Lo importante aquí es determinar qué estrategia tiene el actual Ayuntamiento, o el nuevo gobierno municipal que entrará en funciones el 1 de septiembre, en caso de que la Comuna pierda en la última instancia. Si no se tiene una estrategia al respecto entonces sería importante consultarlo con la sociedad y definir un plan de acción, establecer cómo se pagará (la cantidad que pide AB&C Leasing) en caso de perder este juicio.
“La ciudad no está para retroceder en los servicios públicos municipales que actualmente se ofrecen con eficiencia. El Ayuntamiento conocía esa contingencia, sabía que podía ganar o perder este juicio. Y quizá debió haber planteado una estrategia o una reserva de dinero para hacer frente a esa situación, la cual sí impacta en forma importante a la próxima administración municipal”.
En cuanto a la fecha en que el tribunal dio a conocer su fallo, Mario Can dijo que todo proceso judicial tiene sus tiempos y fechas, pero considera que “deja cierta molestia” esa casualidad. Esto se pudo omitir anunciando la resolución antes o después del informe de Renán Barrera.
