Pondrá en marcha la campaña nacional "Septiembre, mes del testamento" 

Mañana lunes llegaría a esta ciudad Miguel Ángel Osorio Chong, secretario de Gobernación, para presidir la entrega del nuevo edificio del Congreso del Estado, además de poner en marcha la campaña nacional “Septiembre, mes del Testamento”.
En su última visita a Yucatán, el 6 de julio pasado, el titular de la Segob fue testigo de una protesta de mujeres que irrumpieron en un acto que encabezada él y el gobernador Rolando Zapata Bello con legisladoras de toda la República.
De acuerdo con información recabada en el gobierno del Estado, el funcionario participaría mañana (tentativamente) sólo en esos dos eventos públicos. Luego regresaría a la ciudad de México el mismo día por la tarde.
El primer evento que presidiría, al mediodía, junto con el gobernador Rolando Zapata Bello, sería la reunión en el Centro de Convenciones Siglo XXI, con los fedatarios encabezados por Luis Enrique López Martín, presidente del Consejo de Notarios Públicos del Estado, para iniciar la citada iniciativa.
Este programa anual consiste en que los notarios públicos reducen las tarifas de sus servicios por hacer los trámites de testamentos que se contraten durante el próximo mes de septiembre.
En este evento, Osorio Chong y el gobernador serían testigos principales de la entrega de los testamentos a los primeros tres beneficiarios de esta dinámica.

Posteriormente, el secretario federal y demás autoridades se dirigirán al nuevo edificio del Congreso en el sector poniente del Periférico para encabezar la entrega de esa nueva sede, por parte del Ejecutivo estatal al Poder Legislativo.
Como parte de la cita, en presencia de autoridades militares se haría la ceremonia de abanderamiento en la entrada de ese recinto oficial.
Este nuevo edificio, como hemos informado, se previó construirlo con una inversión de 107 millones 466,091 pesos, pero al final por aspectos no previstos, como la planta de emergencia y otros, el gasto ascendió a unos 120 millones de pesos.
Aunque la entrega oficial del edificio sería hasta mañana lunes, personal del Poder Legislativo y los actuales diputados locales ya ocuparon esas instalaciones desde esta semana que termina.
Se espera que en la ceremonia de entrega del nuevo edificio también asistan los diputados recién electos, a quienes les corresponderá tener la primera sesión plenaria pública en esta nueva sede.

El funcionario federal tendría únicamente dos ceremonias oficiales en esta capital.

En ambos eventos acompañarían al secretario para presidirlos, además del gobernador Rolando Zapata Bello; el presidente del Tribunal Superior de Justicia, Marcos Celis Quintal; el de la Junta de Gobierno del Congreso, Luis Hevia Jiménez; el Fiscal General del Estado, Ariel Aldecua Kuk; el consejero jurídico, Ernesto Herrera Novelo; Secretario de Seguridad Pública, Luis Felipe Saidén Ojeda y varias autoridades militares.

También asistiría el presidente del Consejo de Notarios del Estado, Luis Enrique López Martín, así como los diputados nuevos y los que están por terminar.

Detenidos padre e hijo por lapidar una patrulla en Motul

MOTUL (Megamedia).— Una patrulla dañada y dos detenidos fue el saldo de una pleito familiar ayer en esta ciudad.
Los agentes municipales llegaron a brindar apoyo, pero luego fueron agredidos por quien los llamó.
Uno de los presuntos involucrados en los hechos es José Manuel Chalé Montes, de 19 años de edad.
En junio de 2014 publicamos que apenas a unas semanas de quedar en libertad del Centro de Readaptación Social (Cereso) por el robo de una motocicleta, Chalé Montes se enfrentó a pedradas a la Policía local luego del fallido robo de una bicicleta.
Anteayer, a las cinco de la tarde, el propietario de una bicicleta descubrió que Chalé Montes (a) “Montes” y dos compañeros de parranda intentaban llevarse su vehículo en la calle 21-A entre 36 y 36-A del fraccionamiento La Herradura.
Ayer, Jorge Manuel Chalé Can, de 42 años de edad, pidió apoyo a la Policía Municipal porque su hijo, José Manuel Chalé Montes, se encontraba ebrio e impertinente en el predio ubicado de la calle 29 entre 18 y 20.
Sin embargo, al llegar los agentes el propio Chalé Can le negó el acceso. Tras larga plática, los uniformados fueron autorizados a entrar para detener a Chalé Montes, quien al ser sometido y subido en la camioneta habilitada como patrulla le pidió a gritos a su padre que no se lo lleven y que saque un machete para defenderlo.
El padre obedeció y con machete en mano se enfrentó a los tres agentes, quienes al verse en desventaja y no tener equipo de protección abandonaron la patrulla y se fueron corriendo para poner a salvo su integridad.
Al ver abandonado la patrulla municipal, los Chalé rompieron el parabrisas y dañaron los espejos retrovisores y el capirote.
Ante la agresión, los agentes pidieron apoyo. Luego de acudir al domicilio varios policías los recibieron a pedradas, pero a fin de cuentas detuvieron a padre e hijo. Megamedia.

$280 millones para nueva etapa del Centro de Justicia Oral

Con una inversión de 280 millones de pesos, se espera que en los próximos días se inicie la construcción de la segunda etapa del Centro de Justicia Oral de Mérida.
De acuerdo con información proporcionada en el gobierno del Estado, con esta segunda etapa se busca conformar un conjunto arquitectónico de tipo “Ciudad Judicial”, con instalaciones de primer orden, que incluso han servido de ejemplo para otros estados del país.
En la segunda estapa se prevé la construcción de un edificio en el cual estarían establecidos los espacios para la Fiscalía General del Estado, el Instituto de Defensa Pública del Estado y también del Centro Estatal de Medidas Cautelares.
El proyecto integral, según se averiguó, considera dos fases más, para terminar con un total de cuatro edificios en ese sitio, frente al reclusorio de Mérida.
Con la segunda fase, el Poder Ejecutivo, junto con el Judicial, buscan dignificar las instalaciones, tanto para el personal del Poder Judicial que actualmente labora en los juzgados penales como para los justiciables.
En el proyecto original de la Secretaría de Obras Públicas se incluyen importantes áreas verdes, lo que caracteriza a este conjunto arquitectónico como “ecológicamente responsable”.
Además, contribuirá a dinamizar la zona sur de la ciudad, particularmente de las colonias que se encuentran en los alrededores del actual Centro de Reinserción Social del Estado, como son la San José Tecoh I y II y San Antonio Xluch, entre otras.
Aunque no hay fecha definida para iniciar la construcción de la segunda etapa del complejo judicial, se espera que esto ocurra en dos semanas a más tardar, por lo cual ya se empezó a limpiar el terreno.
El primer edificio de este conjunto, conocido como Centro de Justicia Oral de Mérida, fue inaugurado en marzo del presente año por el presidente Enrique Peña Nieto. Ese inmueble alberga a siete salas de oralidad, así como espacios para jueces y personal del Poder Judicial del Estado.
El edificio es considerado por las autoridades federales como referente nacional, al cumplir todos los estándares del nuevo sistema penal, y es quizás único de su tipo en todo el país.
Gobierno 2a. Etapa
Se iniciará la construcción de la segunda etapa del Centro de Justicia Oral de Mérida.
Atraso
Aunque se preveía iniciar esta segunda etapa en el primer semestre del presente año, por un atraso en la llegada de los recursos será hasta ahora cuando arranquen los trabajos del nuevo inmueble judicial, según se averiguó ayer. Megamedia.

Hallan botella con mensaje de hace un siglo

LONDRES (AP).— Un mensaje en botella centenario, posiblemente el más antiguo que se haya encontrado, llegó por fin a destino.
Arrojada al Mar del Norte entre 1904 y 1906, la botella llegó a la playa de la localidad alemana de Amrum y fue hallada por una pareja en abril. En el interior había una postal que pedía que la enviaran a la Asociación de Biología Marina del Reino Unido y así lo hicieron.
La asociación dijo el viernes que la botella era una entre un millar arrojadas al Mar del Norte como parte de un proyecto de investigación hace más de 100 años. La postal en la botella prometía pagar un chelín a quien la devolviera a la asociación, con sede en la ciudad portuaria de Plymouth.
La mayoría de los mensajes fueron devueltos hace décadas. La pareja alemana recibió su chelín.

Trágico accidente aéreo en festival de Gran Bretaña

LONDRES (AP).— Un jet militar que participaba en una exhibición aérea se estrelló ayer sobre una carretera transitada en Gran Bretaña dejando un saldo de siete muertos, informó la policía.
Los noticieros locales mostraron la erupción de una bola de fuego cerca de una arboleda y columnas espesas de humo negro.
El avión de guerra Hawker Hunter, que actuaba en el Festival Aéreo Shoreham cerca de Brighton, embistió varios vehículos por la tarde. Testigos dijeron a una televisora local que el avión aparentemente cayó al no poder concluir una maniobra de giro.
La policía de West Sussex informó que siete personas murieron y 14 personas fueron trasladadas a un hospital por heridas menores, además de un herido grave.
Stephen Jones, que estaba presente, indicó a la BBC que el piloto apenas iniciaba su exhibición.

Al lugar llegaron los servicios de emergencia para auxiliar en las labores de rescate de los heridos y extinguir el fuego.

Foro virtual para resolver dudas sobre matemáticas

MÉXICO, D.F.  (Notimex).- El sitio www.elirracional.org es un foro que reúne una comunidad virtual de mil matemáticos, entre ellos investigadores de la Universidad Nacional Autónoma de México (UNAM) para plantear y contestar dudas de tareas de secundaria y preguntas de posgrado y de investigación en la materia.
La UNAM detalló en un comunicado que entre las características principales de esa plataforma destacan que los temas son relativos a esa ciencia y se presentan y contestan en español además de que es abierta a quien desee participar.
Está integrada a una comunidad de mil personas entre estudiantes, investigadores y profesores de universidades del país y del extranjero. Se presenta como un foro de preguntas y respuestas de matemáticas, de cualquier nivel.
En la iniciativa participan Aubin Arroyo y Carlos Cabrera, investigadores de la unidad Cuernavaca del Instituto de Matemáticas (IM) de la UNAM, así como Fernando González, técnico académico de la misma entidad, responsable del soporte técnico del sitio.
“Está inspirado en los foros en inglés mathoverflow.net
y math.stackexhange.com, y que contienen a una gran parte de la comunidad matemática mundial.
Tiene el mismo tipo de plataforma, pero en español, así nuestros visitantes se sienten más cómodos, pues no existe la barrera del inglés”, comentó Arroyo Camacho.
El especialista en sistemas dinámicos recordó que esa iniciativa comenzó con una conversación pública en el grupo “matemáticos” de Facebook, que congrega a más de 20 mil personas interesadas en esa ciencia.
“Observamos que muchos hacían preguntas y otros tantos respondían. Sin embargo, no quedaba una memoria para que alguien más pudiera consultarlas. De ahí optamos por crear El Irracional, a manera de foro”.
De esta manera se obtuvieron varias ventajas, como tener acceso a conversaciones anteriores o tomar nota de la bibliografía que varios colegas sugieren, señaló Carlos Alfonso Cabrera.
Resaltó que el foro no pertenece a una universidad o institución de investigación, es integrativo, libre y abierto a quien se interese en su disciplina, además los usuarios se identifican por su participación, pues ganan puntos al hacer preguntas y contestarlas, y obtienen más si su respuesta es seleccionada como la mejor.
El foro tiene 13 categorías entre las que destacan las de tareas de clase, preguntas de todas las áreas matemáticas, retos, historia de las matemáticas, de los matemáticos, de sus problemas y soluciones, interés general, computación, TeX y LaTeX y anuncios de becas, congresos, eventos, seminarios en vivo y en línea).
Así como las categorías olimpiadas de matemáticas, notación y convenciones sobre el lenguaje matemático, libros y artículos, miscelánea y FAQ, es decir preguntas frecuentes.
Hasta ahora, el sitio registra 723 preguntas, 734 respuestas y mil 896 comentarios de la comunidad.

Ayuntamiento de Hoctún debe 4 quincenas a 100 empleados

HOCTÚN.— Aún no se llega a un acuerdo para pagar las quincenas pendientes a poco mas de 100 empleados municipales de la Comuna de Hoctún, que preside Flor Mireya Acosta Novelo.
Ayer hubo una reunión para abordar el problema, en el auditorio municipal, con la presencia de Roberto Sabido, representante del gobierno del Estado.
La reunión se tornó un tanto álgida, ya que a las 11 de la mañana se realizó el encuentro, pero 20 minutos después ya había terminado sin llegar a acuerdos.
El representante estatal ofreció que se pagaría una quincena de adeudo a los trabajadores, pero éstos lo rechazaron, ya que demandan que les cubran cuatro quincenas pendientes.
La presienta municipal argumentó que no se cuenta con recursos para pagar las quincenas adeudadas a los trabajadores de la Comuna de Hoctún.
Como argumento, la primera edil afirmó que el Ayuntamiento afronta problemas económicos porque le están embargando sus cuentas a consecuencia de una deuda de la administración municipal anterior.

“Durante estos tres años le hicimos cirugía mayor a la administración, estabilizamos los programas y aseguramos el presupuesto para cada uno de ellos, garantizamos el pago de nuestros empleados”, prosigue. “Y lo más importante: recuperamos la confianza de los ciudadanos”.
La ciudad, asegura, marcha perfectamente después de haber estado en terapia intensiva, a donde ingresó en coma y con riesgo de colapsar. “Fuimos poco a poco, de menos a más, y en una semana entregaremos un Ayuntamiento funcionando a plenitud”.
Sobre las finanzas municipales, afirma que están sanas. “Tenemos un bajo nivel de deuda, saldamos ya el 90% de las cuentas sin pagar que nos dejó la administración anterior, todos los programas y la nómina están garantizados, tenemos sistemas presupuestales de control, certificación de procesos. Estamos muy bien, el Ayuntamiento está andando y con gasolina para rato”.
Su voz no suena a reproche cuando habla de la relación que guardó con el gobierno priista de Rolando Zapata, pero lamenta el poco espíritu de colaboración de la administración estatal. “Fue una relación de respeto, muy institucional, pero de poco provecho para la ciudad”.
“El gobierno estatal pudo haber hecho más por Mérida si en lugar de competir por hacer obras en la ciudad hubiera sumado esfuerzos”.
Acerca del rumbo que seguirá su carrera política, dice que quiere seguir trabajando por Yucatán. “Creo que lo aprendido en Mérida en estos tres últimos años merece ser replicado en todo el Estado”, concluye.

Entrevista de Megamedia a Renán Barrera
Barrera Concha, a diferencia de su antecesora, que se marchó por la puerta de atrás, se va contento. Sin embargo, no hace un balance tan complaciente de su gestión y se niega a decir que está satisfecho porque, asegura, a pesar del empeño deja asuntos pendientes.
Empresario de 36 años y meridano hasta la médula, el alcalde se considera un hombre de familia y de principios. Hay uno que le ilumina la cara cuando lo menciona: la responsabilidad por encima del miedo y de cualquier interés personal. Lo tiene grabado a fuego en su esquema vital.
¿La alcaldía le cambió mucho la vida?
Por completo. No hay licenciatura ni doctorado que enseñe lo que se aprende aquí. Aunque al alcalde lo rodea un círculo de confianza en el que recibe consejos, es el único responsable de sus decisiones. La alcaldía me puso a prueba en todos los aspectos, pero me fortaleció como profesional y como persona.
¿Se va contento?
Muy contento. No quiero decir satisfecho porque la palabra tiene una connotación de plenitud, de obra terminada. Me voy contento porque encabecé un gobierno de restauración que puso orden al caos y pasó de la anarquía a la organización, que recuperó la confianza de los meridanos y abrió las puertas a la participación de la sociedad civil en la toma de decisiones. Demostramos que es posible gobernar con transparencia y rendición de cuentas. Me voy muy contento porque pudimos hacer clic con los ciudadanos…
Se dice que la administración anterior a la suya dejó Mérida hecha un desastre. ¿Así fue realmente o se trató de una mera exageración?
Así fue. Incluso los que saben dicen que heredé un Ayuntamiento en peores condiciones que el que recibió el histórico primer gobierno municipal del PAN, en 1991. Me encontré con un déficit de más de $500 millones y una deuda de $100 millones a proveedores, con servicios públicos inservibles y ninguna herramienta para arreglar tanta calamidad. Además, era evidente el malestar ciudadano por causas de sobra conocidas. Ese fue mi primer gran reto: la necesidad de componerlo todo, pero no contar con ningún recurso para hacerlo. Fue muy estresante. Valdría la pena no olvidarlo jamás.
¿Cuál fue el momento más duro de su gestión?
El cambio de sede del Carnaval. Los otros temas estaban trazados en una hoja de ruta y sabíamos cuáles podían ser sus resultados, pero el asunto del Carnaval era impredecible. Teníamos que garantizar que todo saliera bien en la nueva sede y hacer comprender a los meridanos que, independientemente de cualquier otra consideración, la seguridad de la gente obligó a llevarlo al Sur. Tantas voces dijeron que sería el final de mi carrera política, que sentí temor. Varias noches, no pude dormir.
¿Y alguno que recuerde especialmente para bien?
Muchos, pero mi más grato recuerdo es el apoyo de la sociedad, que me hizo sentir fuerte, respaldado, aun en los momentos difíciles. Ver a los presidentes de las cámaras empresariales, a líderes de locatarios, avalar las decisiones del Ayuntamiento me dio certeza y tranquilidad.
Cuando iba por la calle ¿qué le solían pedir los meridanos?
Servicios, principalmente. Mejorar los espacios públicos, la iluminación y las calles, dotar de internet a más parques y hacer eficiente la recolección de basura.
¿Cuáles son, a su juicio, los problemas más acuciantes de Mérida?
El comercio informal, en primer lugar. Es complejo porque es un problema social que refleja la dura situación económica del país y lo errado de las políticas del gobierno federal. El municipio puede luchar contra el ambulantaje, pero cada vez hay más trabas que impiden a esos comerciantes brincar a la formalidad, por lo que el crecimiento de la informalidad ha sido exponencial. También está la pobreza. Las estadísticas demuestran que las políticas públicas de la dádiva, del regalo, dan una solución efímera a los problemas de la población más necesitada, pero están provocando un aumento de la pobreza extrema.
¿Y la seguridad?
Es otro tema muy importante, y hablo de la seguridad de nuestras casas. Cuando decimos que “Mérida es una de las ciudades más seguras” nos referimos al crimen organizado, a los delitos mayores, pero es preocupante cómo ha crecido el número de los llamados “delitos menores” en la ciudad: robos a casas habitación, asaltos…
Cuando sus adversarios lo acusan de incapacidad por problemas como el de la basura y el ambulantaje o lo tildan de caprichoso por el lío de las luminarias, ¿qué piensa?
Esas críticas carecen de efecto porque están desconectadas del sentir social. Los ciudadanos no se van con la “finta” de lo que salen a decir ABC Leasing o los regidores del PRI porque saben que estos señalamientos sólo buscan confundir. Y me eligieron para tomar decisiones contundentes, fincar responsabilidades contra quienes metieron a Mérida en apuros.
¿Estuvo usted a la altura de las expectativas?
Eso tendrá que decirlo la sociedad. Yo hice mi mejor esfuerzo, conformé un equipo con profesionales de lo mejor, sin cuotas ni compromisos, porque afortunadamente llegué a la alcaldía con las manos libres.
¿Qué aprendió en estos tres años?
Mucho… quizá lo más importante el valor de la humildad. A veces el poder o la misma vorágine de la administración pública lo hacen a uno perder piso. Tratar de no perder la sencillez es complicado, pero debería ser un ejercicio obligado para todos los servidores públicos.
¿Vio algún caso de corrupción?
Sí, pero todos casos menores. Antes de meterme a la política fui empresario y sé que nunca hay que descuidar el negocio. En una empresa de más de 6,000 personas —tal es el caso del Ayuntamiento— siempre hay casos de corrupción. Lo importante es que no se queden sin sanción.
¿Siente que el triunfo de Mauricio Vila es una nota de “aprobado” para usted?
Sin duda. Fue mi graduación ¡y con mención honorífica! La impresión que dejan las pasadas elecciones es que los ciudadanos reconocen nuestro trabajo.
¿Cómo quiere que lo recuerden los meridanos?
Como un alcalde al que tocó recobrar la ciudad en varios sentidos y como un dirigente que tomó decisiones por encima de su futuro político, pensando en la gente. Como un político auténtico que nunca rehuyó ningún tema. Como un alcalde valiente.
El mayor orgullo es haber trabajado de la mano con la sociedad, una sociedad exigente y organizada. Escuchamos y todos y con todos tomamos decisiones. Megamedia.

El fraude por Crecicuentas sigue en la impunidad

Como cada sábado, las víctimas defraudadas por Crecicuentas hicieron ayer un plantón frente a Palacio de Gobierno, para exigir de nuevo que se les restituyan los daños patrimoniales sufridos a manos de esa empresa financiera.
Con carteles y cargando cruces con la leyenda “justicia”, en recuerdo de una defraudada que fallecíó sin haber visto reparado el daño, los afectados tomaron la calle 61, la cual cerraron algunos momentos durante la protesta sabatina.
A tres años de que fueron defraudadas, las víctimas de Crecicuentas claman apoyo de la sociedad para que no haya impunidad contra los autores de ese delito: dicen que se resignarían a no recuperar su dinero si los responsables van a la cárcel.
Pero no están dispuestas a que no les devuelvan sus ahorros ni a aceptar que no haya castigo para los defraudadores. Si al menos se procesara penalmente a uno de estos, consideranl, el resto de los acusados se apresurarían a reponer lo robado. Por esa razón regresaron ayer, como cada sábado, a la Plaza Grande para protestar contra el gobernador Rolando Zapata, quien, dicen, protege a los responsables.
Los defraudados acusan, entre otros, al ex secretario de Gobierno Víctor Caballero Durán y a la ex fiscal Celia Rivas, ahora diputada local electa, quien, dicen, ha congelado el expendiente del caso.

Rescatan al alcalde de Motul y a funcionario estatal

MOTUL.— Luego de dos horas y 40 minutos, después del Tercer Informe municipal, el alcalde Julián Pech Aguilar y el representante del gobernador, Gonzalo Escalante Alcocer, fueron rescatados por agentes de la SSP, en medio de la protesta de vecinos inconformes por la construcción de una gasolinera en plaza Oasis. Más de 150 manifestantes protestaron ayer frente al Palacio Municipal.
El alcalde decidió realizar la ceremonia en la sala de sesiones del Cabildo porque no asistieron los regidores para aprobar su traslado a la Plaza Cívica, donde tradicionalmente se celebran estos actos. Los manifestantes vestían camisetas blancas con el lema “No a la gasolinera” y portaban pancartas y mantas en las que manifestaron su inconformidad por la obra, su repudio al alcalde y a los regidores que aprobaron los permisos de construcción y funcionamiento.
El acceso por las escaleras del edificio, hasta donde llegaron los manifestantes, fue resguardado por policías municipales. Los inconformes portaban batanes y escudos y gritaban consignas contra el primer edil, a quien le pedían que diera la cara.
La molestia de los vecinos fue tal que comenzaron a agredir con huevos, tomates, papeles y billetes falsos que lanzaron como proyectiles a los uniformados. Un tomate alcanzó el ojo derecho de un comandante que custodiaba las escaleras.
Lo mismo pasó con algunos invitados y funcionarios. Al término del informe, Pech Aguilar y Escalante Alcocer decidieron no salir del Palacio, esperando que se marchen los protestantes.
El cansancio y la hora logró su cometido, de modo que poco a poco la gente se fue quitando, y sólo permanecieron unos 30 a 50. Un convoy de ocho camionetas llegó al rescate del alcalde y el representante del gobernador, entre otros funcionarios.
Los policías municipales detuvieron a Gonzalo Pech Canul, de 22 años de edad, a quien culparon de dañar el celular de Herbé Martín Aguilar, secretario particular del alcalde; de golpear a un agente con un tomate, y de quitar las tapas de la alcantarilla del mercado 20 de Noviembre para bloquear el paso de vehículos.
Fue detenido sobre la calle 29 entre 32 y 34 cuando se dirigía a su casa en bicicleta. Ya en la cárcel, Pech Canul afirmó que los agentes lo presionaron para que aceptara su culpabilidad en todos los cargos, y se comprometió a pagar los daños, como dicho celular, que tiene un precio de $14,000.
